Boat titles in Ohio go through a different agency than cars — here is how watercraft title notarization actually works.

No — boats title through the ODNR Division of Watercraft, not the BMV, and use a different form. The notarization step is the same: the seller’s signature must be witnessed in person.
Boats do not title through the BMV. Most motorized watercraft and many sailboats in Ohio are titled through the Ohio Department of Natural Resources, Division of Watercraft — a separate agency, a separate form, and in some cases a separate set of rules from a standard vehicle title. The notarization step still works the same way: the seller's signature on the ownership transfer has to be witnessed in person by a notary.
The form itself looks different from a BMV title, and the agency that issues the new title is ODNR's Division of Watercraft rather than the BMV. Whether a specific boat needs a title at all, and what paperwork applies to trailers sold alongside it, can depend on the boat's size, motor, and how it's documented — if you are not sure what applies to your situation, the Division of Watercraft or the marina/dealer handling the sale is the right place to confirm before your appointment.
What we handle is consistent regardless: verifying the seller's identity and witnessing the signature on whatever transfer document the sale requires.
If a trailer is included in the sale, it is typically titled separately from the boat — see our guide on trailer and utility trailer titles. Do not assume the boat title and the trailer title are the same document; they usually are not.
Seller: — Original watercraft title or registration, unsigned — Current government-issued photo ID — Lien release if applicable — Any trailer title separately, if the trailer is included
Buyer (optional at signing): — Current government-issued photo ID — Proof of payment
A bill of sale is a good idea for any private boat sale and can be notarized in the same appointment.
